The official website of the State Nuclear Regulatory Inspectorate of Ukraine published the National Report on the fulfillment of Ukraine's obligations under the Convention on Nuclear Safety (hereinafter referred to as the National Report).
The National Report was presented on March 22, 2023, during the Joint Eighth and Ninth Review Meetings of the Convention, which was held at the IAEA Headquarters (Vienna, Republic of Austria) on March 20-31.
Acting SNRIU Chairman, Chief State Inspector for Nuclear and Radiation Safety of Ukraine Oleh Korikov informed the delegations of the Contracting Parties to the Convention on measures taken to ensure safety of nuclear facilities for the six-year period since the Seventh Review Meeting of the Convention.
In terms of the full-scale military aggression of the russian federation against Ukraine, a significant part of the National Report concerns the situation at the Zaporizhzhia NPP, which has been occupied for more than a year. The document contains information about the occupation of the Chornobyl NPP and the Chornobyl Exclusion Zone and its consequences, as well as the impact of the war on all nuclear facilities in Ukraine.
The National Report states that due to the full-scale invasion of our country by the russian federation, Ukraine is currently not fully able to comply with the requirements of two articles of the Convention, and at the time of the meeting to review three articles (№№ 9, 10, 16) on nuclear safety, which define the responsibility of the license owner to operate a nuclear facility, safety priority and emergency readiness.
Ukraine signed the Convention on Nuclear Safety on September 20, 1994 and implemented it by the Law of Ukraine "On Ratification of the Convention on Nuclear Safety" on December 17, 1997. Our country took an active part in the review of national reports of the Contracting Parties, as well as in the exchange of written questions and comments, and in the discussions during all review meetings.
In the scope of the Joint Eighth and Ninth Review Meetings of the Convention, the Ukrainian delegation conducted a number of bilateral and multilateral meetings with the leadership of international organizations involved in nuclear and radiation safety, as well as with the heads of state nuclear regulatory authorities of the world's leading countries.
The results of this year's meeting to review the Convention clearly demonstrate that the international nuclear community and the whole civilized world support the Ukrainian position and therefore disapprove of russia's actions and insist on the need to withdraw from the territory of Ukraine and the de-occupation of Zaporizhzhia NPP.
This position of the international community is outlined in the final statements. In particular, in the joint statement of 41 countries, the joint statement of the Euratom and the EU countries, as well as in the National Statement of the Ukrainian delegation.
