On March 22, 2023, Acting SNRIU Chairman, Chief State Inspector for Nuclear and Radiation Safety of Ukraine Oleh Korikov presented the National Report of Ukraine on the fulfillment of obligations under the Convention on Nuclear Safety (the Convention). The presentation took place within the scope of the Joint Eighth and Ninth Review Meetings of the Convention, which is ongoing at the IAEA Headquarters (Vienna, Republic of Austria) from March 20 to 31.
The national report contains summary information on measures that have been implemented to ensure the safety of nuclear facilities over the six-year period since the Seventh Review Meeting of the Convention.
However, taking into account the full-scale mlitary aggression that the russian federation initiated against Ukraine on 24 February 2022, the main focus of the National Report is on the impacts on the nuclear and radiation safety system of Ukrainian NPPs as a result of the war.
Oleh Korikov informed the official delegations of the countries participating in the Convention on the temporary occupation of Zaporizhzhia NPP by russian troops, which significantly affects nuclear and radiation safety at ZNPP in Ukraine and in the world as a whole. He also mentioned about the impact of the war on all nuclear facilities in Ukraine.
The head of the Ukrainian delegation pointed out that due to the full-scale invasion of our country by the russian federation, Ukraine is currently not fully able to implement the requirements of two articles of the Convention, and at the time of the meeting to review three articles (№№ 9, 10, 16) on nuclear safety, which define the responsibility of the license owner to operate a nuclear facility, safety priority and emergency preparation.
He also informed about the consequences of the occupation of the Chornobyl Exclusion Zone and Chornobyl NPP. In this context, he noted the important role of Ukraine's international partners, who are currently providing technical and consultative assistance to enhance the capabilities of Ukrainian licensees to properly conduct their activities and the functionality of the Ukrainian state nuclear regulator.
The full report of Ukraine will be published on the IAEA website after the completion of the Joint Eighth and Ninth Review Meetings, which will last until March 31, 2023. The Joint Eighth and Ninth Review Meetings will also produce final reports, to which the Ukrainian delegation made a range of important proposals.
