Inspection and permission activities under the conditions caused by coronavirus pandemia (COVID-19)

State Nuclear Regulatory Inspectorate of Ukraine continues to provide regulatory control over nuclear and radiation safety on a permanent basis using operational information exchange with main actors involved in the field of nuclear energy use (licensees, registrants) on safety issues.

It is being provided the analysis and verification of the information contained in documents submitted by actors involved in the field of nuclear energy use following the procedure which is regulated by law, terms of licenses, other permission documentation, instructions and orders, and more precisely, the information contained in:

·        reports on compliance with the terms of licenses, other permission documentation, instructions and orders;

·        reports on the safety status of nuclear installations, radioactive waste management facilities, uranium ore processing facilities and sources of ionizing radiation;

·        announcements of the events that have or may have an impact on the safety of objects of state supervision;

·        information about the availability, quantity and transfer of nuclear materials, radioactive waste, as well as export and import volume of sources of ionizing radiation;

·        announcements of violations in the operation (failure) of equipment, systems (elements) important for the safety of nuclear installations, and / or their non-compliance with norms, rules and standards of nuclear and radiation safety;

·        reports on the results of the investigation of violations in the work of objects of state supervision and radiation accidents;

·        information on changes in data that was submitted during the license obtaining period and other permitting documents that have or may have an impact on the safety of objects of state supervision.


The SNRIU has terminated its inspections in medical institutions that provide their activities with the use of ionizing radiation sources, also, with the aim not to disturb medical staff involved in countering the coronavirus epidemic (COVID-19), except the situations that require a response to a radiation accident.

Furthermore, aiming to minimize the health risks for SNRIU staff connected with COVID-19 epidemic, appropriate actions are being taken to provide its continuous and safe work. If possible, documents exchange is provided electronically, inspections and safety assessments of licensees are being conducted remotely using audio or video conference if necessary.

SNRIU Information and Emergency Center provides permanent connection with IAEA Center of Incidents and Emergency Situations (IEC).

Taking into account international experience, SNRIU adapts approaches and activities of state supervision of nuclear and radiation safety according to the situation resulting from the coronavirus pandemic (COVID-19) in connection with operating nuclear facilities organizations and other licenses in the field of nuclear energy use.
