The IAEA Board of Governors by a majority vote supported the draft resolution on nuclear safety, security and safeguards in Ukraine developed by Ukraine. By this document, the IAEA Board of Governors calls on russia to urgently withdraw all unauthorised personnel, including military personnel, from ZNPP and to immediately return the plant to full control of the competent authorities of Ukraine in accordance with the existing licence issued by the State Nuclear Regulatory Inspectorate of Ukraine.
"The russian federation openly demonstrates hostility to the Agency and deliberately undermines confidence in the non-proliferation system. By supporting the resolution drafted by Ukraine today, countries will send a clear message to Russia to stop its illegal activities. A vote in favour of this resolution demonstrates the IAEA's commitment and the need to restore security to Europe's largest nuclear power plant. After all, even a minor accident at Zaporizhzhya NPP can stop the future development of nuclear power in the world," said the head of the Ukrainian delegation, Energy Minister Herman Galushchenko, as quoted by the press service of the Energy Ministry.
The resolution expresses serious concern about the unstable state of nuclear safety and security at ZNPP, especially the lack of proper qualified personnel at the site, the lack of scheduled preventive maintenance, reliable supply chains, the vulnerable state of water supply, external power supply and the presence of anti-personnel mines in the buffer zone between the inner and outer perimeter of the nuclear power plant.
The Board of Governors expresses its serious concern that the russian federation has ignored the calls contained in the relevant resolutions adopted by the IAEA Board of Governors and the General Conference earlier (GOV/2022/17, GOV/2022/58, GOV/2022/71 and GC(67)/RES/16), which demanded the de-occupation and demilitarisation of ZNPP and its return to Ukrainian control. The document once again calls on the Russian Federation to urgently withdraw all unauthorised personnel, including the military.
