Russia Appropriated Ukrainian Radiation Monitoring Equipment

Equipment and facilities that were on the balance sheet of Crimean State Inspectorate on Nuclear and Radiation Safety of SNRIU ‘were conveyed in gratuitous use’ to Russian Federation. According to available information, the Federal Service for Ecological, Technological and Nuclear Supervision of Russian Federation (Rostekhnadzor) illegally acquired the property of Crimean State Inspectorate on Nuclear and Radiation Safety of State Nuclear Regulatory Inspectorate of Ukraine. Rostekhnadzor created Crimean Division as a part of its Central Unit.

It is not only a question of equipment and facilities that were purchased from the state budget of Ukraine. It also concerns international equipment support to the State Nuclear Regulatory Inspectorate of Ukraine. For instance, according to the Memorandum of the Meeting between the US Nuclear Regulatory Commission and SNRIU on April 16, 2008 US government donated Hyundai Tucson cars, computer hardware and software, and dosimetry equipment to eight regional inspectorates of SNRIU.

The total cost of the property that ‘were conveyed in gratuitous use’ is about 0,5 million UAH.

These actions are elements of crime provided in Articles 206 (2) and 357 of the Criminal Code of Ukraine.
