On September 28, 2023, the State Nuclear Regulatory Inspectorate of Ukraine and The Health and Safety Executive (UK) signed an Arrangement for the exchange of information and cooperation on the safe regulation of the use of nuclear energy for peaceful purposes. The document was signed during the bilateral meeting, which took place on the sidelines of the 67th IAEA General Conference, by Acting Chairman of SNRIU, Chief State Inspector for Nuclear and Radiation Safety of Ukraine, Oleh Korikov and the Chief Executive and Chief Nuclear Inspector at the United Kingdom's Office for Nuclear Regulation Mark Foy.
According to the Arrangement, cooperation between the parties will be carried out through mutual assistance in the training of scientific and technical personnel; exchange of personnel (for the purpose of exchanging information or technical regulation training); establishment of joint working groups to implement specific measures of cooperation on nuclear safety and related research; exchange of information. The parties may determine other terms of cooperation by mutual agreement.
The parties may exchange information related to nuclear safety, including regulation of the placement, construction, commissioning, operation, decommissioning of civilian nuclear installations and facilities intended for radioactive waste management; regulation of transportation of radioactive materials; conducting scientific research related to licensing and regulatory control of nuclear facilities; regulation of radioactive sources; regulatory interest in new reactor technologies; inspections of nuclear installations and production capacity.
Oleh Korikov during the meeting noted that Ukraine is interested in adopting the experience of Great Britain in licensing small modular reactors and thanked for organizing and conducting the first seminar for Ukrainian specialists on this topic.
Instead, Mark Foy assured of Ukraine's unconditional support in ensuring nuclear and radiation safety, de-occupation and demilitarization of Zaporizhzhya NPP and returning it under the control of the Ukrainian government.
