On January 15, 2021, the legal act “General safety provisions for decommissioning of nuclear facilities”, approved by the order of the State Inspectorate for Nuclear Regulation of Ukraine dated October 28, 2020 № 4№ 440, registered with the Ministry of Justice of Ukraine on December 30, 2020 for № 1311/35594, developed taking into account the provisions of IAEA documents and reference safety levels of the Western European Nuclear Regulatory Association (WENRA) on the decommissioning of nuclear installations.
These general safety provisions set out the basic requirements for the preparation and conduct of decommissioning activities. In particular, this applies to: definition of strategy, planning and implementation of works and activities, implementation of management system, safety assessment and reporting on decommissioning of nuclear facilities, etc.
The document also defines the general goal of safety during the decommissioning of nuclear facilities, namely: protection of personnel, the population, including future generations, and the environment from possible negative impacts of decommissioning activities.
In connection with the entry into force of this legal act, the legal act "General provisions for safety during decommissioning of nuclear power plants and research nuclear reactors", approved by the order of the MiniMinistry of Environmental Protection and Nuclear Safety of Ukraine dated January 9, 1998 № 2 and registered with the Ministry of Justice of Ukraine on January 23, 1998 under № 47/2487, is repealed.
