Attacks on Ukraine's energy infrastructure, which are critical for external power supply to nuclear power plants, pose a direct threat to nuclear safety and security. This is stated in the resolution of the IAEA Board of Governors adopted at an extraordinary meeting on 12 December 2024, initiated by Ukraine. The document was supported by 22 countries that are members of the IAEA Board of Governors.
The document notes that such attacks violate one of the seven ‘indispensable pillars of safety’ identified by IAEA Director General Rafael Grossi: the need to ensure reliable external power supply for all nuclear facilities.
The IAEA Board of Governors calls for further assessments of the risks and extent of damage to Ukraine's energy infrastructure, including electrical substations, which are identified as essential for NPP operation.
It also encourages IAEA Member States to provide political, financial and technical support to strengthen the IAEA's technical assistance and monitoring activities in Ukraine.
In addition, according to the press service of the Ministry of Energy, during a meeting with IAEA Director General Rafael Grossi, members of the Ukrainian delegation, headed by Minister of Energy of Ukraine Herman Galushchenko, discussed the need to send another IAEA mission to power substations. The parties also discussed the incident of a russian drone attack on an IAEA vehicle on 10 December. Grossi expressed concern about the actions that endangered the lives and health of the IAEA mission members, but stressed that this would not be a reason to suspend the IAEA missions in Ukraine.
